Frequently Asked Questions About Applying to COC
Who is eligible to apply at Charter Oak Communities?
Families and individuals applying for any of our programs must meet the income eligibility requirements of the desired program and demonstrate that their annual income does not exceed the income limits established for occupancy by the Department of Housing and Urban Development (HUD) or other regulatory agency. All adult members of the household must either be a U.S. citizen or have an eligible non-citizen status (i.e., resident card, worth authorization permit or visa). COC has the responsibility to provide a safe environment to our residents. Due to our commitment, we will deny occupancy to households that have a record of criminal activity or drug-related activity that would adversely affect the health and safety of others.
What is my status on the waiting list?
You can verify your status on the waiting list by calling 203-977-1400 extension 3301 during our business hours from 8:00 am to 4:00 pm. Applicant should provide application number or social security number to ensure accurate status.
My address has changed. How do I inform Charter Oak Communities?
All changes in address must be reported to the leasing office in writing. Applicants can inform us of their change via postal service, fax their request to 203-977-1423 or visit our central office and request a Change of Address form.
When will I be offered an apartment?
The applicant's position on any waiting list is governed by unit size as well as the date and time the application was received at COC office. Names are taken from the waiting list according to the next available unit. Therefore, it is difficult to state the length of time applicants will be on the list.
Is there any Emergency Housing?
Unfortunately, we do not offer emergency housing. However, we do have a preference category for individuals who have suffered from Domestic Violence, exposure to a Natural Disaster or who have had a unit Condemned from the Health Department.
How does Charter Oak Communities calculate a resident's monthly rent?
Rents are calculated using the methods and income measures mandated by HUD and other regulatory agencies. The amount of a household's rent is the household's total resident payment minus a utility allowance, if applicable. A household's total resident payment is the higher amount of either:
- 30% of the family's adjusted monthly income
- 10% of the family's gross monthly income
- The minimum rent
- Alternately, a resident can choose to pay a flat rent.
If an application is denied due to credit or criminal background check, what are the options?
If an application is denied, the applicant may appeal the decision. Once the appeal is requested in writing, the applicant will be invited to meet with the Hearing Officer to review their case. The applicant must come prepared with all proper documentation supporting their appeal.
